<div>Both Vietnam and Norway have long coasts. In your opinion, how will this resemblance affect the potential for bilateral cooperation?</div>
<div>The resemblance in geographical position has determined some potential areas of cooperation, supporting the marine economy in terms of shipping, fishery, shipbuilding and oil and gas exploitation.</div>

<div>According to the General Department of Vietnam Customs’ statistics, in 2012, Vietnam’s export revenue to Norway reached US$324.7 million, an increase of 33 percent compared with 2011 and import revenue from Norway stood at US$157.7 million, down 20.9 percent year on year. In February 2013, Vietnam’s exports to Norway reached US$6.62 million, up 16.2 percent compared with the previous month and up 25.2 percent year on year. During this month, Vietnam’s imports from Norway was US$4.89 million, a 15 percent decline against January 2013 and also down by 31.6 percent against the same period last year.</div>

<div>For the last two years, Vietnam has continued to attract Norwegian investors in the field of shipping as they suppose Vietnam’s shipping products can compete not only in the domestic market but also in global market. More specifically, a big Norwegian shipbuilding company recently opened a representative office in Hai  Phong City. A number of other companies in this field are also operating very well in Vietnam.</div>
<div>Oil and gas exploitation is also of great potential to both countries. In the coming time, we will send a business delegation to Vietnam to participate at the 10th ASCOPE Conference and Exhibition scheduled from November 28-30 in Ho Chi Minh City. This will be an excellent opportunity for both sides to find out more about each country’s markets.</div>
<div>In term of investment in fisheries, the Norwegian Pharmaq Company is operating efficiently in Vietnam as a consultant and provider of health products to the aquaculture industry, especially anti-epidemic vaccines. In addition, we are very interested in boosting commodity exchanges between the two countries.</div>
<div>Data showed that in 2012 and early months of 2013, Vietnam enjoyed a trade surplus with Norway and that two-way trade turnover between two sides has significantly increased. What is your assessment of this?</div>
<div>Norwegian consumers pay special attention to the quality of products, including both products for domestic consumption and imported products. The growing import value from Vietnam reveals positive signs about Vietnamese goods. </div>
<div>Vietnam and the European Free Trade Association (EFTA) bloc are in the negotiating the signing of a free trade agreement (FTA). I think the FTA will be a big step, helping to facilitate trade flows between the two countries. The fourth round of negotiations between Vietnam and EFTA will be held in Norway in June. I also hope the negotiating process will be further promoted and the FTA will be signed soon. By then, Vietnamese goods will surely experience wider coverage in Norway.</div>
<div>It is reported that along with this fourth round of negotiations, Norway will also hold an international exhibition on the shipbuilding industry. What kinds of support and benefits will Vietnamese enterprises get when joining the exhibition?</div>
<div>A number of Vietnamese enterprises have registered to participate in this exhibition. This is a really good opportunity for participating enterprises to introduce and present the most advantageous points about their products.</div>
<div>Apart from a certain financial support, the Norwegian Embassy will coordinate with the event organizers in Norway to arrange meetings for firms from both sides so that they can explore and grasp business opportunities in the future./.                                    </div>

<p class="cls_NewsSubject">(VEN) &#8211; Professor Doctor and People’s Teacher Nguyen Quang Thach, the former chairman of the Institute of Agro-biology of Hanoi University of Agriculture and vice-chairman of the Vietnam Biology Association was the first person to introduce aeroponic technology to Vietnam.</p>

<div>He said, “It can’t be said that the quality of Vietnam’s science is low, as apart from the application of technology into real-life production, Vietnamese scientists are continuing to make new discoveries.”</div>

<div>Addressing the issue whether scientific research was more important than applied science, Prof Dr Thach said research remained very important as it confirmed the effectiveness of scientific discoveries and their impact on production. He stressed that the country should take advantage of domestic and international scientific achievements to promote the application of science in everyday life.   </div>

<div>Growing plants without soil</div>
<div>More than a decade ago, Prof Dr Nguyen Quang Thach started researching aeroponic technology &#8211; a method of growing plants without using soil. At the time, aeroponics was a new achievement in the agricultural field in Vietnam though it was applied in other countries. By 2006, Prof Dr Thach officially carried out a national biotechnological research program on aeroponics and the application of a disease-free potato, vegetable and flower model. In 2010, the project concluded in success and was applied.. Prof Dr Thach said the principle of aeroponic technology is to grow plants by spraying the plant’s roots with an atomized or sprayed, nutrient-rich water solution. Preliminary calculations showed that this new technology helped reduce the use of water by 90 percent, fertilizer by 95 percent and pesticides by 99 percent. </div>
<div>Aeroponics produces natural healthy plants and crops. When a plant catches diseases, it can be easily removed out of the system and minimizes the impact on other crops.</div>
<div>The new technology also brings higher yields. Take potatoes production for example, Prof Dr Thach and his colleagues could take the initiative in controlling the growth and the formation of potato bulbs so the number of bulbs could reach from 15-200/plant, depending on the variety of potatoes, compared to 5-10/plant using traditional methods. Apart from potatoes, he and experts from the Institute of Agro-biology applied aeroponics to multiplying and germinating a variety of plants, including tomatoes, strawberries, pimentos and carnation flowers. The technology has also been transferred to clean vegetable growers in key regions in Hanoi and Lam Dong Province.</div>
<div>Concerns in promoting the development of biology</div>
<div>According to Prof Dr Thach, biology is related to medical care and agriculture sectors. Therefore, the establishment of the Vietnam Biology Association plays an important role in the application of scientific research and advanced technologies in agriculture. However, at the moment, the Vietnam Biology Association as well as most of other associations are operating based on their passion for science and without any financial assistance. Therefore, he supposed the state should encourage them by ordering scientific products and assigning them with specific tasks to create sources of revenue./.</div>

<div>During his meeting he told the handicapped like him that they should love themselves and others.</div>
<div>Nick, born on December 4, 1982, is a Serbian Australian with tetra-amelia syndrome, a rare disorder characterised by the absence of arms and legs.</div>
<div>He has travelled to 24 countries in five continents to give lectures and inspire young people to overcome challenges in their daily life.</div>
<div>At the meeting, the organising board presented 24 cups and savings books worth VND20 million each for 24 strong-will people and 10 insignias and gifts to 10 philanthropists.</div>
<div>Among them is Nguyen Thi Bich Lan, who has translated Nick’s autobiographies into Vietnamese. Lan suffered serious illness and had to stop going to school when she was a little girl.</div>
<div>However, she managed to study English and gave tutorials for poor children in her hometown Thai Binh province.She decided to help herself by practicing to walk again and translating interesting English works, including Nick’s <em>Life without Limits</em> and <em>Unstoppable</em>.</div>
<div>Another one is Nguyen The Vinh, who lost his right hand at the age of eight. Vinh later spent more than three years learning to play the guitar and harmonica and has become a talented artist and dedicated teacher.</div>
<div>His (Huong Duong ) Sunflower Orphans and Disabled Patronage Center is now home to many disadvantaged students.</div>
<div>Despite being hard of hearing Nguyen Phi Long, Director of Phi Long Sand Painting Company in Binh Thuan province, has helped trained 280 people and created jobs for 80 workers./.</div>

They are members of the Greek volunteer team and ActionAid Vietnam (AAV) who came to Tam Duong District, Lai Chau Province in May on a social welfare working session.</p>

<div>Crossing more than 500 kilometers by train and car in almost 12 hours, the Greek volunteer team came to Lai Chau. They seemed not tiresome after the long journey and still enjoyed the local scenic beauty. “The scenery here is too beautiful and we’ll have much to do,” Panayiotis Bougiouris, a member of the Greek volunteer team, said. </div>

<div>ActionAid is an international organization fighting poverty in more than 40 countries around the world. ActionAid International Vietnam (AAV) is a part of the ActionAid International and has been operating in Vietnam for 20 years with long-term development programs in the areas of Northwest Highlands, Central Highlands, and Mekong Delta. The Tam Duong District’s Development Program was launched in 2006 and has received AAV’s long-term support in terms of education, right to food and children&#8217;s rights, with a view to helping local poor people, particularly women and children, in five communes in Tam Duong District including Binh Lu, Na Tam, Ho Thau, Ban Bo and Son Binh.   </div>

<div>Although Greece is under the financial crisis, these 45 Greek volunteers were willing to come to Vietnam to do charity work. “It is true that our country is in the economic crisis, but we still receive government subsidies. If we give up some habits such as smoking and shopping, we can still save. In addition, our plan have been scheduled and backed by ActionAid Greece for several months.” Salomi Pnevmatikou, head of the team, said. </div>
<div>Shortly after arriving in Tam Duong District, the team met and discussed the job. All team members were divided into three groups with the main tasks including harvesting rice, picking tea leaves, and building schools with the “Eat, Work, and Relax with the Local” motto. They could never forget moments of relaxation and rest when they sang songs and danced with the local ethnic pupils and people. </div>
<div>The next morning of the day of assignment, the group of volunteers in charge of building a kindergarten went to Phieng  Tieng Village, Ban Bo Commune, and was greeted by villagers. After a while, all members began to roll up their sleeves to hoe and shovel on the building sites.</div>
<div>&#8220;This is one of the most meaningful volunteer works in the world that I have ever participated. Local people here are gentle and friendly. Despite the language barrier, we can understand each other through heart to heart smiles and body language,” Panayiotis Bougiouris said while toweling drops of sweat on her face.</div>
<div>At a tea break, Salomi said “This trip is an attempt by ActionAid Greece and AAV. This really is a very difficult and challenging task undertaken by nearly 50 individual donors for cash contributions. Thanks to enthusiastic support of ActionAid Vietnam and local partners, we have built a very meaningful program helping poor children in Tam Duong District, Lai  Chau Province.”</div>
<div> “In the difficult context of the Greek economy, our program was once on the brink of bankruptcy. However, we manage to go on with enormous efforts in the spirit of “Small bricks &#8211; Big changes”. We have contributed nearly VND150 million to rebuild the school yard and the fence in the Phieng Tieng Nursery School and the kindergarten and elementary school of Na Hieng, Na Tam Commune, Tam Duong District, providing better risk-free conditions and for sports activities and outdoor play,” Salomi Pnevmatikou said.</div>
<div>Day by day, the volunteer working week passed. The team members bid farewell to local fellows with a friendly smile and waving hands, keeping in their mind the memories of the hard lives inside Vietnamese quiet villages. They, Greek volunteers, are truly small bricks to create a big change in the Vietnamese community./.</div>

<p class="cls_NewsSubject">The Ministry of Information and Communications recently announced results of a survey on the use and application of information technology (IT) in state organizations in 2012. The survey showed that the Ministry of Industry and Trade ranked second among ministries and ministerial-level organizations in terms of its application of IT solutions.</p>

<div>According to a Ministry of Information and Communications report, the IT application was assessed based on the following five groups of criteria: IT infrastructure, IT infrastructure, information security, IT application promotion policies, and IT staffing. IT application was evaluated from two aspects: IT application within state organizations and IT application serving businesses and the community (including provision of information and public services online through state websites and portals).</div>
<div>The Ministry of Information and Communications assessed that the number of organizations with good and very good IT application increased; ministries’, ministerial-level organizations’ and centrally governed provinces’ and cities’ IT application serving management, the community and businesses improved compared to 2011. There remains a big gap in IT application between low and high-ranking organizations. In 2012, the number of websites and portals increased 2.8 percent but the number of good websites and portals decreased 5.2 percent compared to 2011. The Ministry of Information and Communications ranked first and the Ministry of Industry and Trade ranked second among ministries and ministerial-level organizations in terms of IT application. </div>

<div>Last year, the Ministry of Industry and Trade officially launched its website – http://www.moit.gov.vn to promote IT application in state management in accordance with Vietnam’s e-government development schedule. The website provides information about laws and policies related to trade and industry in Vietnamese and English languages. With 20 columns, utilities, functions to integrate technical information websites, technical information and the ‘Industry and Trade Sector with Voters’ column, the ministry’s website functions as a bridge between ministry leaders, authorities and voters.</div>
<div>Notably, the Ministry of Industry and Trade is one among very few ministries to provide fourth-grade online public services. It offers three services: chemical declaration certification (2010) at www.cuchoachat.gov.vn, e-commerce website registration (2011) at www.dangkywebsite.gov.vn, and digital certification (2010) at www.moit.vsign.vn. The ministry’s online services favor residents and are easy for everyone to use./.</div>

<div>The inspection team is responsible for making clear reasons behind tax debts and proposing measures to speed up the reclamation; making a report on the actual reclamation situation with forecasts about the situation from now towards the year’s end; inspecting the classification of tax debts; checking and proposing measures to deal with each debt. </div>
<div>The inspection team is also responsible for inspecting the reclamation of tax debts and the ascertainment of businesses which have not fulfilled their tax obligations, businesses which have been committed to paying taxes but did not implement the commitment, businesses which have had their deposit accounts verified, deducted and blocked by the State Bank of Vietnam, and businesses which have had their assets seized for tax collection purposes; inspecting the offering of grace periods/extensions/guarantee for tax payment; inspecting the payment of taxes, fines and applying coercive methods in accordance with the Tax Management Law. The team will sort out businesses, with which coercion fails, to seek cooperation from the police.</div>
<div>With each business, the inspection team will work for 20 days on taxes of 2012 and the first quarter of 2013./.</div>

<p>Statoil ASA (STL) sold a tanker of Norwegian crude valued at about $63 million to BP Plc (BP/LN) on May 9. The deal, along with six others so far this month, wasn’t subject to any oversight by financial authorities, yet would help establish the price for more than half the world’s oil. </p>
<p>Trading in oil cargoes from the North Sea set benchmark prices published by Platts, a unit of McGraw Hill Financial Inc. (MHP), that ultimately help determine the amount refiners pay for crude, which in turn affects what consumers pay for gasoline and diesel fuel. Last week, Europe’s top antitrust official barged into this lightly regulated corner of the market, raiding the offices of Royal Dutch Shell Plc (RDSA), BP and Statoil, and requesting records from some of Europe’s biggest trading houses, including Vitol Group, Gunvor Group Ltd. and Glencore Xstrata Plc. </p>
<p>The investigation targets possible collusion to manipulate benchmark energy assessments reported by Platts. The probe is being led by European Union Competition Commissioner Joaquin Almunia, who also is pursuing price-fixing allegations related to the London interbank offered rate, or Libor, and in the market for credit derivatives. Commodities regulators have little authority to police price-reporting companies. </p>
<p>“They have a hammer, and they’re going around looking for nails to pound with it,” Craig Pirrong, director of the University of Houston’s Global Energy Management Institute, said by phone last week. “Libor showed them how powerful a hammer they had, and in particular it showed them what can happen when you get access to company records. It’s amazing the kinds of things you can find there.” </p>
<h2>Pricing Probes </h2>
<p>Pricing mechanisms are under scrutiny around the world after U.S and U.K. investigators uncovered widespread attempts by banks to manipulate Libor, the benchmark lending rate tied to $300 trillion in securities worldwide. Royal Bank of Scotland Group Plc, UBS AG (UBS) and Barclays Plc (BARC) have been fined $2.5 billion and at least a dozen firms remain under investigation. Regulators are also looking for evidence of price fixing in ISDAfix, the benchmark rate for the $379 trillion swaps market. </p>
<p>“This is nothing like Libor,” Adrian Binks, chairman of Argus Media Ltd., a reporting company and Platts competitor in London, said in an e-mail May 20. “Price reporting agencies are independent companies that compete with each other. It’s really industry’s choice to use our quotations. We’re not receiving money for the trades. We’re not like the banks.” </p>
<h2>Independent Reviews </h2>
<p>The price-reporters said they ordered independent reviews of their methods after calls by regulators last year to safeguard against market manipulation. Platts’s will start in June and be completed this year. Argus and Reed Business Information’s ICIS said their evaluations would be completed by October. The process, which preceded and is separate from the EU inquiry, will examine whether the reporters comply with their own stated assessment methods, the companies said this week. </p>
<p>The appraisals are a response to calls by international regulators for “robust” controls to prevent manipulation and distortion of wholesale prices for commodities from crude to gasoline. Auditors will assess whether the reporting companies have adhered to principles set out last October by the International Organization of Securities Commissions. The Madrid-based group, which brings together regulators from more than 100 countries, said that benchmark assessments are vulnerable to manipulation. </p>
<p>“A review by an external auditor as called for by the IOSCO principles will demonstrate to regulators the strength of Platts’s internal controls,” Dan Tanz, the company’s vice president of editorial, said yesterday in an e-mailed statement from London. Platts has a long track record of “strong internal governance,” he said. </p>
<h2>Constrained Regulators </h2>
<p>London-based BP spokesman David Nicholas declined to comment on BP crude trades. Shell spokeswoman Julia Dudley also declined to comment. Morten Eek, a spokesman for Statoil, said the company doesn’t comment on specific trades. </p>
<p>Bloomberg LP, the parent of Bloomberg News, competes with Platts and other companies in providing energy markets news and information. </p>
<p>Almunia’s probe sidesteps the legal limits that have constrained commodities regulators, and instead focuses on potential antitrust violations, one of the most powerful enforcement weapons in the European regulator’s arsenal. He’s employed the same tactic in the investigations into credit derivatives and Libor. </p>
<h2>‘Creative, Encouraging’ </h2>
<p>“It’s not only creative, it’s encouraging,” Bart Chilton, commissioner with the U.S. Commodity Futures Trading Commission, said in an interview May 20. “Ultimately these prices that are being posted impact consumers around the world. It’s a big hairy deal.” </p>
<p>Platts’s Dated Brent crude assessment is based on the price of trades, bids and offers on four grades of North Sea crude and related contracts. Platts gathers information from traders through emails, phone calls, instant messages and Platts electronic system, called the eWindow. Then the company calculates the day’s price as of 4:30 p.m. London time. </p>
<p>That benchmark price affects the value of over-the-counter oil derivatives, Brent futures traded on the ICE Futures Europe Exchange in London, and cargoes of crude from Canada to Australia. On May 9, the day Statoil sold the tanker of Norwegian Oseberg to BP, Dated Brent declined $1.83 a barrel to $103.69, erasing $1.1 million from the value of a standard 600,000 barrel shipment. </p>
<h2>Worldwide Impact </h2>
<p>That loss would be amplified worldwide. About 200 billion barrels of oil and related contracts are priced using Brent each year, Liz Bossley, chief executive officer of London-based Consilience Energy Advisory Group Ltd., and author of “Trading Crude Oil: The Consilience Guide,” said by phone yesterday. That’s $20.6 trillion a year based on yesterday’s settlement price of $103.02 a barrel. </p>
<p>Total Oil Trading, an arm of the French oil companyTotal SA (TOT), said in an August letter to IOSCO that Platts prices are used to determine the value of as much as 95 percent of crude transactions linked to price reporting, 90 percent of refined products and 90 percent of derivatives in the over-the-counter market. The prices are “out of line with our experience of the day” several times a year, the company said. </p>
<p>“In commodity markets, if you look at the role of Platts, it’s enormous,” Karel Lannoo, chief executive officer of the Centre for European Policy Studies in Brussels, said by phone last week. “In Europe, nobody is looking at this because we have no specific derivatives market regulators or commodity market regulators.” </p>
<h2>Loosened Control </h2>
<p>Benchmark energy assessments like those published by Platts helped break the pricing control held by oil producers before exchanges offered publicly traded futures contracts. Argus and ICIS also gather information from buyers and sellers about the day’s transactions and publish price assessments for subscribers. </p>
<p>Platts publishes thousands of daily assessments across multiple commodities, which are used to price gasoline, diesel, biofuels, natural gas, electricity and petrochemicals. </p>
<p>“Platts believes the transparency we have brought to oil markets over the last 20 years and the valuable and timely insights into global oil trading activity that we have been able to provide as a result has been of significant benefit to all involved and the public,” Dave Ernsberger, Platts global director of oil, said in an e-mail this week. </p>
<h2>Monti’s Crusade </h2>
<p>The company’s London offices were searched on May 14 by investigators dispatched by Almunia, a Spanish socialist who is one of the most powerful antitrust enforcers in Europe. The competition office, once led by former Italian Prime Minister Mario Monti, has in the past decade pursued allegations against companies including Microsoft Corp., (MSFT) the world’s largest software maker, and Google Inc., (GOOG) operator of the world’s largest Internet search engine. </p>
<p>Almunia has made policing financial benchmarks a priority. He has opened investigations into Goldman Sachs Group Inc., JPMorgan Chase &amp; Co. and other investment banks over Libor, and he’s examining possible collusion among banks and brokers to manipulate benchmark lending rates in Swiss francs, the yen and the euro. </p>
<p>The EU has treated collusion on benchmark lending rates as a price-fixing cartel that can be punished under its antitrust rules. Fines can be as much as 10 percent of a company’s yearly global revenue and are based on its annual sales in the market where it tried to fix prices. </p>
<h2>Limited Jurisdiction </h2>
<p>Almunia has stepped in where commodities regulators can’t. The CFTC has limited jurisdiction over the physical trades that underlie the benchmarks. Those transactions are deemed forwards, or bilateral deals that provide for physical delivery between commercial parties, such as an oil producer and refiner, and are exempt from regulation. </p>
<p>“We have no view or surveillance into what they do,” Chilton said. “We’ve tried. We’ve been rebuffed in court. So there definitely needs to be more transparency.” </p>
<p>That’s why Almunia’s inquiry is so important, he said. Chilton declined to comment on whether the CFTC was cooperating with the European Commission inquiry or pursuing its own investigation into price reporting. </p>
<p>The suspected violations are related to Platts price assessments for crude, refined products and biofuels, and may have been going on since 2002, Statoil said in a May 14 statement. </p>
<h2>Finnish Refiner </h2>
<p>In addition to BP, Shell, Statoil and Platts, EU investigators last week raided fuel trader Argos Energies, the company said May 17. Traders including Glencore Xstrata (GLEN), Vitol and Gunvor were asked to give information, though they aren’t being investigated, according to three people familiar with the situation, who asked not to be identified because the matter is private. </p>
<p>Neste Oil Oyj (NES1V), Finland’s only refiner, said May 16 that it was asked to provide information regarding potential manipulation of global crude and biofuel markets. </p>
<p>As investigators plow through 11 years of instant messages, phone records and emails, the inquiry will probably entangle more participants in Platts energy pricing, a list that includes dozens of banks, hedge funds, oil companies and trading houses, Pirrong said. </p>
<p>“It has a lot of people nervous,” he said. </p>

<p>Syria’s President Bashar al-Assad, whose government was last year described as close to collapse by groups ranging from the North Atlantic Treaty Organization to the armed opposition, may remain in power for years to come. </p>
<p>“The regime is still in place, strong and not going anywhere,” Julien Barnes-Dacey, a senior policy fellow at the European Council on Foreign Relations, said in an interview. Widespread predictions of his demise reflected an “unwillingness to assess the regime’s strength, wishful thinking, a desire for a swift end, and a failure to recognize this is a civil war.” </p>
<p>With government forces advancing on key opposition strongholds, Syria’s opposition leader George Sabra appealed yesterday for rebels to concentrate on the key central city of Al-Qusair and aid 50,000 people trapped inside. In recent weeks, the opposition has lost Otaibah to the east of Damascus after a 37-day battle, the southern town of Sanamein and Aziza near Aleppo in the north. </p>
<p>While the fighting strength of Syria’s army has been reduced to a quarter of its notional 220,000 manpower, according to the London-based International Institute for Strategic Studies, the Assad regime has been bolstered by irregular forces including Hezbollah fighters from neighboring Lebanon and Iranian-trained militias. </p>
<p>Syrian government forces entered Al-Qusair this week as part of an offensive to retake the strategic town in Homs province, central Syria. The aim is to secure the highway linking Damascus with the coastal mountain region that forms the Alawite heartland, the regime’s support-base, and cut the rebel resupply lines from Lebanon. The battle is seen as a key test for both sides. </p>
<h2>‘Biggest Setback’ </h2>
<p>“The loss of Al-Qusair and potential loss of control of the Damascus-Homs-Tartus highway would be by far the biggest setback yet for the rebels in the conflict,” said David Hartwell, senior Middle East analyst at IHS Jane’s, in a May 21 note. An Assad victory would give the regime renewed confidence and enable it to fight for “other territory &#8212; especially in the north and east &#8212; lost to what looks like an increasingly fragile opposition fighting force.” </p>
<p>While Assad has lost many of the oil fields that formerly provided about a quarter of all government revenue, his foreign supporters also supply monetary assistance, putting the Syrian government in a stronger financial position than might be expected, Barnes-Dacey said. </p>
<h2>Regaining Ground </h2>
<p>Analysts including Germany’s Federal Intelligence Service, or BND, which previously forecast rebel victory, now say the regime is regaining ground and may retake Syria’s southern districts by the year’s end, according to Der Spiegel magazine yesterday. While Assad ultimately can’t defeat the Syrian rebels, he’s able to halt their advances, the magazine cited BND chief Gerhard Schindler as briefing selected lawmakers. </p>
<p>“If we’re expecting a quick resolution, it would take a palace coup or an assassination or a bomb,” Shashank Joshi, research fellow at the Royal United Services Institute in London, said in an interview. </p>
<p>Last year, international leaders had talked about the Syrian government’s demise. In December, NATO Secretary-General Anders Fogh Rasmussen said it was “approaching collapse” while Russia’s deputy foreign minister Mikhail Bogdanov said Assad was increasingly losing control and territory. Abdel Basset Sayda of the main Syrian opposition umbrella group, the Syrian National Council, said the regime was on “its last legs” in June. </p>
<h2>Gains ‘Seesaw’ </h2>
<p>Assad has “made a few gains in the last few days but this has gone up and down like a seesaw,” U.S. Secretary of State John Kerry said in Amman yesterday, as he described growing support for the rebels. The Syrian leader is “miscalculating” if he thinks the advances will be decisive, Kerry said. </p>
<p>Kerry was in Jordan for a meeting of 11 countries including the U.S., France, the U.K., Saudi Arabia and Turkey. The group denounced the involvement of Hezbollah and Iranian forces in the Syrian conflict, called for their withdrawal and pledged increased support to the opposition. </p>
<p>“Assad’s forces have proven resilient,” said Joshua Landis, who runs the Middle East program at the University of Oklahoma. “The countries and militias that back Assad up have shown greater commitment to him than the many Western and Sunni nations of the Middle East have shown toward any of the militias that are fighting him.” </p>
<h2>Assad’s Firepower </h2>
<p>If military firepower were the issue, Assad’s forces would have swiftly won the two-year conflict. The country has an extensive arsenal of mainly Russian-supplied hardware including almost 5,000 main battle tanks, more than 3,000 artillery pieces, 325 fighter and ground attack aircraft and more than 100 helicopters. While some equipment has been destroyed in the fighting, much of it remains, the IISS says. </p>
<p>Yet rebels have taken large swathes of territory in many rural areas including the northern districts of Aleppo and Idlib near Turkey, some outlying areas of Damascus and areas in the south near Jordan. Government forces hold the center of the capital, the road from there to the Jordanian border and those running southeast to Iraq, the IISS says in its Military Balance 2013. More than 100,000 people have been killed since the conflict began in 2011, Kerry said in Amman. </p>
<p>“The regime had been waiting and planning for this day for 40 years, they have been expecting Sunnis to rise up against them,” said Barnes-Dacey, a former journalist who worked in Damascus. Even so, the level of violence used to quash the uprising is such that it’s hard to imagine Assad’s administration regrouping and establishing full control, the analyst said. </p>
<p>“The fighting is transitioning from a government against an insurgency to a civil war in which the government is just one actor,” he said. “The most likely outcome is a partition of Syria.” </p>

<p>SAP AG (SAP), the largest maker of business-management software, said its spending in Africa could match that for China to boost annual sales growth from the continent to more than 20 percent, its co-chief executive officer said in an interview. </p>
<p>SAP, which has a target to lift its global revenue to more than 20 billion euros ($25.8 billion) in 2015 from 16.2 billion euros last year, announced in late 2011 an investment plan of more than $2 billion for China. Its first-quarter software sales and profit missed analysts’ estimates as the Walldorf, Germany-based company struggled to close some contracts in Asia. </p>
<p>“We’re seeing the beginning of a boom of business in Africa partly because of the access to resources,” Jim Hagemann Snabe said at the company’s offices in Johannesburg. “If I look long term, probably Africa becomes the main driver. If you look at the amount of people and the improvement opportunities of connecting billions of people here, it’s as big as China, no doubt.” </p>
<p>SAP said in April it plans to double its employees in Africa to 1,200 by 2015 as it pushes further into the continent’s oil- and gas-rich regions. </p>
<p>Growth in African revenue from software licenses and cloud subscriptions will probably exceed the company’s global forecast of 14 percent to 20 percent this year, Snabe said. </p>
<p>“Over a five-year period the compound average growth rate will be beyond 20 percent” in Africa, Snabe said yesterday. “It’s going to be an accelerated investment plan, which means it’s beyond what we normally do, it assumes an accelerated return.” He declined to discuss specific spending figures for the continent. </p>
<p>Sub-Saharan Africa’s economy will grow 5.6 percent this year and 6.1 percent in 2014, the International Monetary Fund said on April 16. That compares with a forecast of 4 percent growth for the global economy next year. </p>
